REMARKS
John Bright was away at the time of the inspector's visit. His foster mother Mrs Smith, stated that he enyoyed good health, and was truthful and obedient and regular in attendance at school. He would, however, appear backward, as he is about 13 years old and has only passed the Third Standard. The foster parents have a grown up son and daughter living with them, and the boy occupies the same room (in a separate bed) as the former.
