The following information has been transcribed from a booklet, owned by the Webmaster, dated 1st December 1882, and printed 1st March 1883. I have transcribed verbatim all of the relevant information, and if you go through this document you will see several variations of a surname spelling, these are not 'typo-errors', but exactly as the document was presented. Just as matter of curiosity I searched the 1881 census, and have added them to the pages, where I believed there was more than a fifty percent chance it was the child reported on. If any of the children or foster parents are of interest to you, I would urge you to obtain the original census, and judge for yourself, all reference numbers are given.

RETURN to an Order of the Honourable The House of Commons, dated 21st November 1882; -
"of all Letters which have, within the last Two Years, passed between the Local Government Board and the Guardians of the Poor of Whitechapel Union, relating to the inspection of the HOUSES of PAUPER CHILDREN BOARDED-OUT by the GUARDIANS".
Several letters addressed to the Clerk of the Guardians of the Whitechapel Union, Union Offices, Bakers Row, Whitechapel, to the Local Government Board, including extracts of board meetings, all of which relate to the Whitechapel Union requesting Mr. Vallance, their clerk, to undertake the half-yearly inspection of the boarded-out children from this union; and that the assent of the Local Government Board be sought to such arrangement and to the payment of Mr. Vallance for his services in connection therewith, of the sum of £1 1s. per annum in respect of each boarded-out child so inspected. The proposal was declined by Whitehall on 2nd August 1882, due to the cost.
